34th biennial convention concluded — new state committee constituted

The 34th biennial convention and state conference was inaugurated at 5:00 PM on 6 June 2026 by the Hon'ble Minister for Youth, Employment & Skill Development, Shri Arun Shankar Prasad. The working President, Shri Shashi Bhushan Arya, and working General Secretary, Shri Kishore Sahni, welcomed the Minister. The presidium comprised Shri Shashi Bhushan Arya, Shri Vijay Kumar Singh and Shri Amresh Paswan; the session was conducted jointly by Shri Suman Kumar and Shri Manoj Kumar Yadav.

In his presidential address, Shri Shashi Bhushan Arya placed the 11-point charter before the House, noting that the demand for redesignation would put no additional financial burden on the Government and should therefore be granted without delay.

Former Joint General Secretary Shri Vinod Baitha raised redesignation and departmental CITS training for non-CITS instructors. Shri Premchand Sinha, General Secretary of the Bihar Rajya Arajpatrit Karmachari Mahasangh, pressed for early resolution of the transfer policy, leave sanction and other pending demands.

In the delegate session, Shri Praveen Kumar Thakur, Instructor at Government ITI Supaul, pressed for the entry pay of ITI instructors to be set at Level 7. He drew attention to a contradiction between the central RPL scheme, which requires at least three years of instructor experience before CITS training, and Bihar's service rules, which require CITS training to be completed within three years of appointment.

The Hon'ble Minister said ITI employees and instructors play an important part in the state's and the country's development, and that their contribution to building skilled human resources is significant. He assured the House that the department is responsive to employees' concerns and that the demands would be considered positively after examining the departmental and legal aspects.

The election was then held by secret ballot under the supervision of the election officer, Shri Pramod Kumar Singh (retired Head Clerk). Shri Vijay Kumar Singh was declared elected President and Shri Solan Kumar Yadav General Secretary; Shri Anupanand, the sole candidate for Treasurer, was elected unopposed. The new state committee was then constituted.
